to appeal a decision made by the Board of Commissioners in respect to any
matter considered at this meeting, such interested person, at their own expense, will
need to obtain a record of the proceedings, and for such purpose may need to ensure
that a verbatim record of the proceedings is made, which includes the testimony and
evidence upon which the appeals is to be based, pursuant to F.S. 286.0105.
