INTRODUCTION The City of Riviera Beach, Florida, located in Palm Beach County, is a vibrant coastal community home to approximately 37,604 residents (2020 U.S. Census). Known for its thriving maritime industry, premier diving destinations, and active waterfront, the city serves as a critical economic hub. It is home to Fortune 500 companies and the Port of Palm Beach, which facilitates over 400,000 cruise passengers and 2.5 million tons of cargo annually. Despite its economic contributions, only 6.7% of residents work within the city, making external workforce opportunities a key area of focus. The City of Riviera Beach 2025 State Legislative Priorities outline the City's legislative advocacy plan for the 2025 Legislative Session. This document reflects the City's policy positions, funding requests, and advocacy strategy to address critical municipal issues. The Legislative Appropriations Requests highlight core infrastructure, environmental, public safety, and economic priorities requiring state support to enhance public services and safeguard the city's long-term growth and sustainability. These priorities are aligned with the Florida League of Cities (FLC) Legislative Platform and are structured to protect the interests of Riviera Beach residents, businesses, and stakeholders. The City’s primary goal is to secure necessary funding, influence policy decisions, and advocate for initiatives that enhance public health, infrastructure resiliency, environmental sustainability, and economic development.

CITY OF RIVIERA BEACH 2025 STATE PRIORITIES The City of Riviera Beach is committed to providing residents and businesses with safe, reliable, and highquality services. As the City's current infrastructure faces growing demands and regulatory requirements, significant improvements are necessary to enhance public safety, environmental sustainability, and community resilience. To address these challenges, the City has identified four high-priority projects for state legislative funding. These initiatives align with the City’s infrastructure, public health, and environmental sustainability goals, ensuring long-term benefits for the community. PROJECT OVERVIEW The City's legislative funding requests focus on: • Developing a new Police Training Center to enhance public safety through advanced law enforcement training and modern facilities. • Constructing a new, state-of-the-art water treatment plant to replace the aging facility and comply with new EPA water quality regulations. • Upgrading water supply infrastructure, including new wells and the replacement of aging pipes crossing the Intracoastal Waterway, to ensure uninterrupted service. • Improving stormwater drainage and road conditions in flood-prone areas, enhancing safety and sustainability. These projects are critical for public health, environmental protection, and infrastructure resilience. LEGISLATIVE FUNDING REQUESTS 1. Police Training Center – $2,000,000 Project Summary: The City seeks funding to support the architectural and engineering design, land development, and construction of a state-of-the-art Police Training Center. This facility will ensure the Police Department meets its growing operational and training needs, incorporates advanced security features, and fosters modern policing strategies to enhance community safety. Why This Matters: • Improves law enforcement training, enhancing officer readiness and response. • Ensures officers are well-prepared for high-pressure situations, leading to safer interactions with the public. • Supports crime prevention efforts through enhanced training programs. • Strengthens community trust and safety by equipping officers with modern policing techniques. This critical project is the City's highest priority because of its significant impact on public safety.

2. New Water Treatment Plant – $1,500,000 Project Summary: The City seeks funding to construct a 14 MGD membrane water treatment plant at Avenue L and Blue Heron Blvd. This facility will replace the aging plant and incorporate advanced membrane filtration technology to comply with EPA regulations for Per- and Polyfluoroalkyl Substances (PFAS), commonly known as "Forever Chemicals." Why This Matters: • Ensures safe, high-quality drinking water for 43,192 residents, businesses, hospitals, and schools. • Meets federal clean water regulations, protecting public health. • Enhances infrastructure resilience with modernized technology. • Supports environmental sustainability by improving water filtration and disposal methods. This high-impact project is the City’s top priority due to its direct effect on public health and safety. 3. 24th and 25th Streets Stormwater Improvements & Road Resurfacing – $1,500,000 Project Summary: This project addresses persistent flooding issues in the Lakeview Park neighborhood by improving drainage infrastructure, reducing flood risks, and enhancing road safety. It includes stormwater upgrades and road resurfacing to ensure long-term sustainability and fewer weather-related road closures. Why This Matters: • Reduces flooding by 50%, preventing property damage and road closures. • Enhances road safety through resurfacing and drainage improvements. • Extends the lifespan of local roads by 20 years. • Supports environmental protection by ensuring proper water runoff filtration before discharging into nearby water bodies. Given its direct impact on public safety and infrastructure longevity, this project is a high-priority request. 4. Intracoastal Waterway Pipe Crossings Replacement – $500,000 Project Summary: This project will replace aging sanitary force mains and potable water mains that cross the Intracoastal Waterway, ensuring uninterrupted service to Singer Island and the Town of Palm Beach Shores. These pipes have experienced multiple breaks, posing significant public health and environmental risks. Why This Matters: • Prevents sewage spills into the Intracoastal Waterway, protecting marine ecosystems. • Ensures reliable drinking water and fire protection for thousands of residents and businesses. • Improves infrastructure resilience, reducing the risk of service disruptions. • Supports Florida’s environmental priorities by protecting coastal water quality.

This project is urgently needed to prevent future failures and environmental hazards. CONCLUSION These four critical infrastructure projects address the most pressing public health, environmental, and community safety concerns in Riviera Beach. Each initiative ensures long-term benefits by securing safe drinking water, reliable infrastructure, modern law enforcement training, and effective flood prevention measures. By investing in these priority projects, the City of Riviera Beach is taking proactive steps to safeguard residents, businesses, and the environment while ensuring the City remains resilient and sustainable for future generations
