FROM THE DESK OF THE CITY MANAGER

September 21, 2025

IN MEMORY OF PASTOR EMERITUS REV. WILLIAM H. BURRS A Tribute from the City of Riviera Beach

It is with profound sorrow and reverence that I share the news of the passing of Pastor Emeritus Rev. William H. Burrs, the beloved and longtime spiritual leader of Peaceful Zion Missionary Baptist Church. Rev. Burrs entered into eternal rest, leaving behind a legacy defined by faith, service, and devotion not only to his congregation but also to the City of Riviera Beach.

Rev. Burrs was more than a pastor—he was a servant-leader whose life was interwoven with the very fabric of our community. In addition to his ministry, he faithfully served the City as a long-standing employee, a former elected official, and as the leader of our Public Works team for many years, where his steady guidance and commitment helped shape the services and infrastructure that residents rely on daily. His unwavering faith, compassionate leadership, and tireless dedication to civic and spiritual service will endure as a guiding light for generations to come.

On behalf of Mayor Douglas Lawson and the Riviera Beach City Council, including:

  • Chairperson Shirley Lanier
  • Chair Pro Tem KaShamba Miller-Anderson
  • Councilperson Bruce Guyton
  • Councilperson Dr. Glen Spiritis
  • Councilperson Fercella Davis Panier

As well as the entire city administration, we extend our deepest condolences to the Burrs family, the Peaceful Zion Missionary Baptist Church congregation, and the countless residents whose lives were touched by his ministry, mentorship, and public service.

In honor of Rev. Burrs’ extraordinary life and legacy, I am ordering that on the day of his interment, all flags in the City of Riviera Beach be lowered to half-mast. Furthermore, the City of Riviera Beach flag flown at City Hall will be retired and formally presented to the Burrs family as a symbol of our collective gratitude, respect, and enduring remembrance.

May his life continue to inspire us all, and may his soul rest in eternal peace.

With Deepest Respect,

Jonathan E. Evans, MPA, MBA, FRA-RA, ICMA-CM
