Comprehensive Vulnerability Assessment

The City of Riviera Beach, FL, along with WSB, is performing a comprehensive vulnerability assessment with support from the Florida Department of Environmental Protection (FDEP). This initiative follows the standards established by Florida Statutes, FDEP, and the South Florida Water Management District (SFWMD) guidelines. This assessment involves modeling a range of scenarios to evaluate the level of service provided by the existing drainage infrastructure, assess flood risk, and identify priority areas for capital improvements. These scenarios cover storm surges, tidal floods, heavier rainfall, rising sea levels, and combined flooding.

This vulnerability assessment will identify areas where infrastructure, transportation assets and evacuation routes, emergency facilities, and natural, cultural, or historical resources may be susceptible to flooding. Each area will be assigned a risk level according to the proportion of land inundated and the number of critical assets impacted.

Focus areas are being determined for neighborhood and individual projects, and an adaptation plan will be developed to prioritize strategic, resilient capital improvement projects. In addition, WSB is closely collaborating with the community to create an outreach program and a comprehensive adaptation plan. 

The City has also updated its Stormwater Master Plan to guide stormwater management for the next 20 years. The plan will direct capital improvements for flooding, water quality, infrastructure maintenance, and resiliency, supporting Riviera Beach’s goal of a resilient, environmentally sound community.
