William E. Wilkins, City Manager

William E. Wilkins serves as the City Manager for the City of Riviera Beach, bringing more than four decades of distinguished public sector leadership and executive management experience. A respected municipal administrator, Mr. Wilkins has dedicated much of his career to advancing local government through sound fiscal stewardship, strategic planning, infrastructure investment, and community-focused leadership.

Mr. Wilkins is uniquely familiar with the City of Riviera Beach, having previously served as City Manager during pivotal periods in the City's history. During his earlier tenure, he played a key role in establishing the City's Community Redevelopment Agency (CRA), championed initiatives to expand affordable and workforce housing, and advocated for major infrastructure improvements, including enhancements to the City's water treatment system. His leadership helped lay the foundation for many of the redevelopment efforts that continue to shape Riviera Beach today.

In addition to his service in Riviera Beach, Mr. Wilkins served for ten years as an Assistant County Administrator for Palm Beach County, where he oversaw major county operations, coordinated complex governmental initiatives, and worked collaboratively with elected officials, community stakeholders, and regional partners. His extensive background in municipal administration has earned him a reputation for integrity, accountability, and results-driven leadership.

As City Manager, Mr. Wilkins is responsible for the day-to-day administration of the City's operations, implementing the policies established by the Mayor and City Council, overseeing departmental performance, managing the City's budget, and ensuring the efficient delivery of municipal services.
