
Fercella Davis Panier, Council Member
As a dedicated educator, counselor, entrepreneur and community advocate, Fercella Davis Panier brings her passion and commitment to improving and empowering our community.
She is a proud graduate of Florida State University where she received a Bachelor's Degree in Organizational Communications and Florida Atlantic University where she earned a Master’s Degree in Counselor Education. She has devoted her career to working closely with students and families, addressing their needs and advocating for their success. Fercella’s 22 year professional journey has included roles as a Career Advisor and Adjunct Professor at Palm Beach State College, and a school counselor at William T. Dwyer High School and Riviera Beach Preparatory & Achievement Academy. She has also held leadership positions with the nonprofit organization Dress for Success in Palm Beach County & New York.
Beyond her professional work, she has actively engaged in community service as the Founder of the Care & Share Foundation, Inc., a School Based Coordinator for the Women of Tomorrow Mentoring Program, and a Youth Director at Hilltop Missionary Baptist Church. Additionally, she is a proud member of Alpha Kappa Alpha Sorority, Inc. and the NAACP of Palm Beach County.
Fercella is the daughter of the late Willie “Bo” Davis and Gwendolyn Davis, the former City Clerk of Riviera Beach. She is most proud of her three adult children- Richard, Alexia and Eryon Panier.
As a City Council Member, she will focus on economic development, advocating for our senior citizens, education and youth empowerment, as well as promoting community engagement. Fercella’s goal is to foster a more vibrant, inclusive, and prosperous Riviera Beach for all residents. Her motto: Together, we can bring unity in our community.
